Japan Reproduction Rights Center (JRRC)

The authorized organization representing Japanese rightsholders in Bilateral
Agreements with overseas Reproduction Rights Organizations (RROs).

Who We Are
JRRC is a Public Interest Incorporated Association designated by the Commissioner of the Agency for Cultural Affairs of Japan. JRRC centrally manages rights related to the reproduction and secondary use of copyrighted works.

As the authorized organization representing Japanese rightsholders, JRRC manages reproduction rights for literary and visual works—including newspapers, magazines, books, academic journals, illustrations, photographs, and cartoons. JRRC grants licenses for lawful secondary use through Bilateral Agreements, collects royalties, and distributes them to rightsholders.
JRRC is a member of the International Federation of Reproduction Rights Organisations (IFRRO).

What JRRC Does
JRRC manages reproduction rights on behalf of Japanese publishers, creators,
And other rightsholders. JRRC authorizes licensing internationally through Bilateral
Agreements with overseas RROs.

Works Available Under Bilateral Agreements
Under current Bilateral Agreements, the following works may be licensed internationally:

At present, only Japanese newspaper articles, including digital content, but excluding paid-content articles (Subscription), are mandated for international licensing through overseas Reproduction Rights Organizations (RROs).

JRRC’s Core Activities
JRRC carries out three (3) main activities to achieve its objectives.
(1) Licensing and royalty distribution
 Granting reproduction licenses for works entrusted by rightsholders, collecting royalties, and distributing them to the rightsholders.
(2) Copyright education and research
 Promoting understanding of copyright and conducting related studies.
(3) Consultation and advisory services
 Providing advice and information related to the use of copyrighted works.

Licensing
Types of Licenses in Japan
JRRC provides two types of licenses:
Blanket License
A comprehensive license allowing ongoing reproduction within a predetermined scope.
Transaction License
Copying is permitted within the scope specified above. This license operates on a pay-per-use basis and requires prior application and approval before reproduction.
